Our President in 2021, Ian Hutcheson, is a Revenue Auditor for the City of Oklahoma City and a member of ASPA since 2016. He is an enthusiastic believer in the power of government to improve people’s everyday lives and the ability of local government to advance prosperous communities. His professional areas of expertise include city management, local government finance and budgeting, performance management, process improvement, and organizational change. He has earned a master’s degree in Public Administration and a bachelor’s degree in Political Science..

Laura Carlson-Humphrey is serving as the Administrative Officer for Physical Medicine & Rehabilitation Service at the Jack C. Montgomery VA Medical Center in Muskogee, Oklahoma. Prior to this position, she worked as the Healthcare Benefits Supervisor for the Robert J. Dole VA Medical Center in Wichita, Kansas.  For 18 years she’s worked in the civil service for the national government. Laura served honorably on active duty for 20 years as a Personnel Technician in the Air Force.  She’s earned master’s degrees in both Public Administration and Education.

Tim Young has served as the City Manager for the City of Tuttle since 2008.  He served as Assistant City Manager and Community Development Director for the City of Durant.  Tim also was a Senior Transportation Planner for the North Central Texas Council of Governments.  Much of his 20-year municipal career has been focused on financial planning, land use control, project management, and long-term planning. He earned a bachelor’s degree in Environment Design and master’s degrees in Regional & City Planning and Public Administration.

Corey Winston is currently employed by the Oklahoma Employment Security Commission, where he serves the citizens of Oklahoma as an Administrative Program Officer. Corey has served the state for five years and is a US Army veteran. He is also presently a junior majoring in Public Administration at the University of Central Oklahoma.  When he graduates, Corey plans to pursue a master’s degree in Public Administration at UCO.
